The United Nations says the Northern Alliance is not allowing non-governmental aid workers to return to Afghanistan.
A U-N spokesman (Eric Falt) says many aid workers who left Afghanistan after the September 11th attacks on the United States wish to return to coordinate relief efforts as the Afghan winter sets in.
But the spokesman says the Northern Alliance -- which regained control of Kabul early Tuesday -- has not yet given the workers permission. He says negotiations are in progress to resolve the stalemate.
The U-N's World Food Program has estimated that six million people in Afghanistan will need food aid in order to get through the next six months.
